The Breakdown, November 2016 Elections California Proposition Guide
As part of our ongoing coverage of the 2018 midterm elections in Santa Monica California, occurring Tuesday, November 6th,The Corsair has prepared a voter guide for all eleven of California’s state propositions. Below find details on the arguments of each side regarding each proposition, as well as supporting and opposing organizations.
The Corsair will continue to update its online coverage of the midterm election with local Santa Monica measures, and pertinent details regarding candidates and propositions.

Proposition 1
YES VOTE: Supports allocation of $4 billion in general obligation bonds to housing related programs, including CalVet, as well as low income programs and loans.
NO VOTE: No new allotment of money to housing programs and loans.

Proposition 2
YES VOTE: Revenue from a previous proposition (Proposition 62, 2014) – a one percent income tax on income over $1 million for mental health services – will be allocated for homelessness protection housing for those in need of mental health services.
NO VOTE: Revenue from a previous proposition (Proposition 62, 2014) will not be allowed to be use for homelessness prevention housing for those receiving mental health services.

Proposition 3
YES VOTE: Supports allocation of $8.877 billion in general obligation bondsfor water infrastructure, dam repair, watershed improvements, and habitat protection.
NO VOTE: No change, opposes allocation of $8.877 billion in general obligation bonds for water infrastructure and improvements.

Proposition 4
YES VOTE: Supports authorizing $1.5 billion in bonds for maintaining, upgrading, and expanding children’s hospitals in California.
NO VOTE: Opposes authorizing $1.5 billion in bonds for maintaining, upgrading, and expanding children’s hospitals in California.

Proposition 5
YES VOTE: Supports amending Proposition 13 (1978), which would allow homebuyers over 55 or who are severely disabled to transfer tax assessments and adjustments from a prior home to a new home, regardless of the new home’s market value, location in the state, or the amount of time the buyer has moved.
NO VOTE: Opposes amending Proposition 13 (1978) to change how tax assessments are transferred between properties for buyers over 55, or who are severely disabled.

Proposition 6
YES VOTE: Supports repealing the fuel tax of 2017, and requires voter approval for any vehicle tax and fee increases proposed by the state.
NO VOTE: No change, would keep the fuel tax of 2017 in place, and allows the state to exact further fees and taxes without voter approval.

Proposition 7
YES VOTE: Supports allowing the California State Legislature to change the dates and times of daylight saving time (DST), as well as establish permanent year-round DST in California by two-thirds vote if federal law is changed to allow for permanent DST.
NO VOTE: Opposes allowing the state legislature to change dates and times of daylight saving time (DST), as well as establish permanent year-round DST in California by two-thirds vote.

Proposition 8
YES VOTE: Supports requiring dialysis clinics to issue refunds to patients or patients’ payers for revenue above 115 percent on the costs of patient care and healthcare improvements.
NO VOTE: Opposes requiring dialysis clinics to issue refunds to patients of patients’ payers for revenue above 115 percent on the costs of patient care and healthcare improvements.

Proposition 11
YES VOTE: Supports allowing private ambulance organizations to require owrkers to remain on-call during breaks, paid at regular rate. Also mandates private ambulance organizations to increase training regimens for EMT’s and paramedics, and requires private ambulance organizations to provide paid mental health services to employees.
NO VOTE: Opposes allowing private ambulance organizations to require workers to remain on-call during breaks. Also opposes increasing training regimens for EMT’s and paramedics, and opposes requirement for private ambulance organizations to provide paid mental health services to employees.

Proposition 12
YES VOTE: Supports establishing minimum space requirements for breeding calves, pigs, and egg-laying hens. The sale of livestock not meeting space requirements would be banned.
NO VOTE: Opposes new space requirements for calves, pigs, and egg laying hens.
